Informal Public Comment Period Planned on Explanation of Significant Differences (ESD) for Source Area Record of Decisions (RODs)

MASSACHUSETTS MILITARY RESERVATION, Cape Cod, Mass.- The Air Force Center for Environmental Excellence (AFCEE) will hold an informal 30-day public comment period on the document titled, "Explanation of Significant Differences Areas of Contamination CS-10 (Details A, B, & E); CS-16/CS-17; FS-9; SD-2/FS-6/FS-8; and SD-3/FTA-3/CY-4". This Explanation of Significant Differences (ESD) documents three changes to several source area Records of Decision (RODs): no on-site treatment, new remedial action levels and soil removal at Coal Yard 4 (CY-4).

On-site cold-mix asphalt batching is no longer the preferred soil cleanup alternative. The new alternative is off-base disposal. Remedial action "cleanup" limits (RALs) were changed with review and approval from the regulatory agencies. The amount of soil to be excavated and transported off-base for treatment and/or disposal is determined by the RALs. These new levels rely on current technical information and are protective of human health and the environment. Based on newly available data, soils at the Coal Yard 4 (CY-4) site will now be excavated.

The informal public comment is from January 16, 2002 through February 14, 2002.

Although responses to informal comments will not become part of the Administrative Record, responses to commenters will be provided through public meetings, fact sheets, telephone calls and/or written correspondence.

Copies of this ESD are available for review during the public comment period at the main libraries in Sandwich, Bourne, Mashpee and Falmouth, and at the US Coast Guard library on MMR. It also is available at the Installation Restoration Program Office (322 East Inner Road on MMR) and on the AFCEE web site at www.mmr.org.
